It's a sigma demo of the interface; but I wouldn't be shocked if it is the final design for the e-Shop where you would normally download demos from the e-Shop on 3DS. We'll probably know the interface and additional features of Wii U around the time Nintendo announces it's finances which is the week before Halloween.
